One of the key elements of designing a radon mitigation system or diagnosing a system that is not working well is the ability to measure pressure and air flow. Sure you could use a bigger fan but what does bigger mean-More volume or higher vacuum? Sure you could keep swapping fans or pipe sized until you get it right, but if you want to design a system to be as quiet and energy efficient as possible,   then you will have to perform some measurements.
